A controversial proposal to build two four-storey residential rental buildings on a quiet street in Central Saanich has received a green light from council after months of indecision and community division.
The project by Aryze Developments will replace five single-family homes at the corner of Hovey and East Saanich roads with 57 units in a seniors’ rental building, and 117 market rentals and 13 lower-cost units in a second building. Workers at Saanich Peninsula Hospital would have first dibs for the lower-cost units.
The property at 1934 Hovey Rd. backs onto Legion Manor Victoria, which is operated by South Vancouver Island Housing Society and provides rentals for seniors and veterans for around $400 to $1,000 a month for a one-bedroom unit.
The new seniors’ rental building will also be operated by the society.
The development has divided Central Saanich residents and councillors, who initially voted in October to reject the development before reconsidering and sending it to a two-day public hearing, where 78 people spoke over 10 hours.
Opponents worried approval could pave the way for widespread higher-density development in the district, while those in support highlighted the need for housing, particularly for seniors.
The project narrowly received third reading in March, but Mayor Ryan Windsor said at the time he was undecided.
On Monday evening, however, councillors voted to adopt the Official Community Plan amendment, zoning and housing agreement bylaws required for the project.
“I have made the difficult decision to support the OCP amendment knowing that it will have an impact on some people,” Windsor said.
