Oak Bay police stepped up their presence at Willows Beach after receiving a report about a man performing an indecent act.
They said a beach-goer observed the man “engaging in sexually explicit behaviour” near the beach walkway on Saturday.
Police were called about 2:20 p.m., but the man was gone by the time they arrived.
He is described as 30 to 40 years old with short black hair shaved on the sides, and was wearing black shorts and a blue T-shirt.
Spaces like beaches and parks “are meant to be safe and welcoming for everyone,” and acts of public indecency can result in criminal charges, police said.
